772d50811f build(nix): configure flake for dcr project 
- Set package name/version from Cargo.toml (dcr 0.6.9)
- Add cmake and perl for vendored libgit2/openssl builds
- Switch to stable toolchain (complete was overkill)
- Generate flake.lock
