Changed: openssl dependency is now conditional (cfg(not(windows))) — no longer pulled in on Windows, fixing Windows CI builds that lack Perl Locale::Maketext::Simple. On Linux (including musl cross-compilation) the vendored OpenSSL build is unchanged.
